Federal crop insurance isn't one product — it's a catalog of plans, each built for a different kind of risk. This page lists every plan actually sold in Hawaiʻi (CY), plus NAP, the USDA disaster program that stands in where no insurance exists. All figures load from the same USDA RMA data behind the main story.

Plan 90 · USDA RMA

Actual Production History

APH

The classic yield-based policy: coverage is set against a farm's own multi-year production history, and it pays when the harvest falls below the guaranteed yield. In Hawaiʻi, APH is offered for exactly four crops — coffee, macadamia nuts, papaya, and banana — which is why the state's policy count is so concentrated in Kona coffee and Big Island mac nut orchards.

Hawaiʻi Tropical Trees

TDO — Tree Damage / Occurrence

Where APH insures the crop, TDO insures the trees themselves — the orchard capital that takes years to replace after a storm, fire, or disease. It covers coffee trees, macadamia trees, papaya trees, and banana trees (mats). Many Hawaiʻi orchards carry both an APH policy on the harvest and a TDO policy on the trees, which is one reason policy counts overstate the number of insured farms.

Hurricane Insurance Protection

HIP-WI — Wind Index

Not a standalone policy but an endorsement added to an existing crop policy. It pays automatically when a county falls inside the wind field of a named hurricane or tropical storm — no adjuster visit, no yield measurement. Because every HIP-WI endorsement sits on top of another policy, its count overlaps the APH and TDO rows entirely.

Nursery

DO — Dollar Amount of Insurance

A dollar-value plan for wholesale nursery operations: field-grown and container (FG&C) stock and nonvine/nonshrub (NVS) plants. Coverage is a dollar amount of plant inventory rather than a yield. It is the only federal option for Hawaiʻi's substantial nursery and floriculture sector.

Pasture, Rangeland, Forage

RI / PRF — Rainfall Index

An index product for grazing land: it pays when gridded rainfall estimates for a ranch's area fall below the historical average in the two-month intervals the rancher selects — no loss adjustment on the ground. PRF became available in Hawaiʻi in CY2025, the first new plan here in years, and was taken up immediately by Big Island ranchers running cattle on drought-prone rangeland.

Whole-Farm Revenue Protection

WFRP

Insures a farm's total revenue — every crop and livestock enterprise under one policy — using Schedule F tax history. On paper it is the plan built for Hawaiʻi's highly diversified small farms, the ones no single-crop policy fits. In practice, exactly one WFRP policy has been sold in Hawaiʻi every year on record.

Micro Farm

WFRP — Micro Farm option

A simplified WFRP for farms with up to $350,000 in approved revenue: less paperwork, no yield reporting, and coverage for value-added products like jam or roasted coffee. RMA reports it as the commodity "Micro Farm" under the WFRP plan code — and in Hawaiʻi, . For the smallest farms that dominate Hawaiʻi's census, this is the program designed for them; almost none use it.

USDA FSA · Not Crop Insurance

Noninsured Crop Disaster Assistance

NAP

NAP is the fallback: a Farm Service Agency disaster program — not FCIC insurance — for crops with no federal crop insurance option. In Hawaiʻi that is most of what grows: vegetables, fruit, taro, flowers, aquaculture. It pays only after a qualifying natural disaster, at catastrophic-level coverage unless a producer buys up. From to , NAP payments went to distinct payee names totaling (producer payments in FSA's public payment files; loss-adjuster compensation excluded). Payee names approximate — but do not equal — farms: one operation can appear under several names or entities.
